Q: Can the actual light be screwed onto this mount? then the mount screwed onto the strap?

A: Great question Timothy. Yes, the devices can be "hard mounted" to this mount (as well as nearly every other we have) via screws that are provided with the mount. Hope this helps, stay safe!
